Digital Staff ID for the Municipality of Uzwil

The municipality of Uzwil is among the early adopters actively exploring the Swiss trust infrastructure, and has implemented the digital staff ID as its first PoC together with Neovo.

About the Project

The municipality of Uzwil wanted to seize the opportunities of the new Swiss trust infrastructure early, without waiting for the official launch on 1 December 2026. The goal was to gain hands-on experience and build internal know-how during the ongoing beta phase.

Together with Neovo, the right starting point was identified and then implemented as a Proof of Concept (PoC): the digital staff ID. The ID is issued via the official swiyu app of the Swiss government and can be verified for validity at any time. This is not possible with the existing physical ID card. The rollout is being carried out gradually with the staff of the municipal administration, in order to gather experience and build internal confidence in the new technology.

The Digital Staff ID in Detail

Issue ID

In the backend interface developed by Neovo, municipal staff can be easily recorded and managed. With a single click, an ID is created: the issuer automatically generates a QR code that can be sent to the employee. They scan the QR code with the swiyu app and the digital ID is immediately saved on their smartphone and ready to use.

The ID contains the name, photo, job title, employee number and an expiry date. Expired or invalidated IDs can be revoked directly in the system.

Verify ID

To verify an ID, the checking person opens a purpose-built web app that displays a QR code to initiate the verification process. The employee scans this code with the swiyu app. The app transmits the ID data to the verifier provided by the Swiss government, which automatically checks whether the ID is valid. The result is displayed to the checking person immediately and clearly: name, job title, employee number and validity status at a glance.

Why This Approach Works

Until now, staff IDs in the municipality of Uzwil could not be checked for authenticity or validity. The digital ID solves this problem directly: any checking party can determine within seconds whether an ID is valid, without follow-up queries or manual checks.

The gradual rollout with the municipality's own staff is a deliberate choice. It allows the municipality to gather internal experience, collect feedback and build familiarity with the technology. Once staff are on board, the next step will be to gradually introduce the general public to the new technology and raise awareness of the possibilities offered by the trust infrastructure.

Collaboration

Neovo supported the municipality of Uzwil in an advisory capacity throughout the project. Together, the right starting point was identified, the benefits assessed and the PoC implemented pragmatically. Rather than extensive concept documents, we worked with concrete prototypes that provided a tangible basis for discussion early on.

Through the project, the municipality has built practical know-how around the trust infrastructure that can be put to direct use when the official launch takes place on 1 December 2026. Our experience also feeds into the participation meetings of the Federal Office of Information Technology, Systems and Telecommunication (BIT), which Neovo attends regularly.

Outlook

The digital staff ID is a first, deliberately chosen step. Which further use cases will follow is something the municipality will evaluate based on the experience gathered. The trust infrastructure provides a broad foundation for various municipal use cases that can be explored and potentially implemented step by step in the future.

A further benefit of the PoC: staff are sensitised early and practise using the swiyu app in their day-to-day work. This will also make it easier to adopt the e-ID itself, which will be officially launched together with the trust infrastructure on 1 December 2026.

The opportunity is there to explore the new federal trust infrastructure early and gain valuable experience in the process. Let's make the most of it.
